Labor Unions and Associations

The County of Marin Negotiated increases for 2026 include the COLA below, effective July 1, 2026, which is on top of the County's Benchmark Market Median increases for bargaining units that concluded Successor Negotiations in 2025. Previously, all bargaining units received a 4% COLA effective July 1, 2025. 

For 2026 Benefits, the County will contribute a flat Fringe of 5% for Kaiser increases; increased Basic Life Insurance to $50K (not from Fringe)*; Paid Bereavement Leave; Paid Parental Leave; Reproductive Loss Leave (unpaid).

2026 Successor Negotiations

The County of Marin and MAPE representatives began successor negotiations during the week of September 8, 2025. Since then, the parties have met regularly, most recently on April 24, 2026, for their twenty-eighth bargaining session. In MAPE's limited Economic Reopener for 2025, MAPE and the County agreed "to begin Successor Negotiations by September 15, 2025, with aspirations to meet regularly, thoughtfully, and as expedited as possible, with the goal of concluding before March 1, 2026."  The County and MAPE recently agreed to schedule additional weekly bargaining sessions beginning the week of March 16, 2026.The County of Marin and MAPE have reached a comprehensive tentative agreement on April 24, 2026. Details to follow. 

The County has proposed that all MAPE represented members will receive a 7% Cost of Living Adjustment (COLA) over a two-year period.  In addition to this COLA, the County of Marin has proposed Equity Increases for the vast majority (over 1,085) of MAPE-represented employees to bring their rate of pay up to market median based on surrounding comparator agencies.  These Equity increases combined with the COLA would increase the rate of pay for MAPE-represented employees by a range of 7% to 22.85% over a two-year period. This is consistent with the County’s philosophy to bring all employees up to the market median.

In addition to the COLA and Equity increases described above, the County has proposed other economic enhancements such as:

  • Equalization of Overtime for all MAPE represented employees by basing the calculation on all hours paid status
  • Increasing the Tool Allowance from $250 to $1000
  • Increasing the Boot and Fire Boot allowance from a combined $550 to $1000, and adding classifications that qualify
  • Doubling the amount for Parks Uniform allowance to $1000
  • A differential for Communications Dispatchers who possess Intermediate, Advanced, or Supervisory POST Certification
  • A differential for Public Defender Investigators with a DITA Certification
  • A 2% differential for Social Service Workers that are required to obtain specific certifications regarding Substance Use Counselor
  • Additional Benefit (Floating Holiday) for most Contingent Employees that work over 975 hours
  • A flat Fringe Benefit Increase in line with all other general (non-safety) bargaining units and the possibility of a limited Reopener based on potential healthcare premium increases
  • Increasing the County's contribution to OBRA for Part-Time Seasonal Temporary (PST) employees
  • Expanding the range of classifications that qualify for the Jail Differential
  • Increasing the salary of the Legal Secretary classification to maintain an internal career path
  • Adding License reimbursement for Licensed Dental Assistants
  • A 5% Differential for Appraisers that obtain the Advanced Appraiser Certificate
  • Internal Alignment and Compaction Adjustments for Installers
  • A classification study to ensure equitable compensation for employees in the Systems Engineer and Technology Systems Specialist classes

PLUS One-time money for a deferred compensation match (up to $1000 over two years) and FSA card in 2027.
