Commissioner Gotti called the meeting to order at 9:30am

6. Director’s Report
Welcome to new Commissioner and background of commission appointment process and explanation of current Clerk of the Board of Supervisors sunset review of the commissions. Personnel Commission will need to recruit more alternate commissioners. Christina and Caitrin will get materials to Commissioner Finkelstein for background of the commission. Chief Washington passed away suddenly and tragically this past Friday. Had just hired an assistant director for Probation who is now taking over as interim director.
Brandon Halter was appointed as the new county counsel in June. Human Resources is now recruiting Assistant County counsel and Deputy County Counsel positions.
The Chief Information Officer (CIO) recruitment is underway as the current CIO is retiring in August 2026.
HR has hired a new Safety Officer within the Risk Management division. Elevating that position as a manager.
7. Personnel Management Regulation (PMR) 4 revisions
Christina Cramer notes that PMR 3 discusses the Commission’s role in reviewing Personnel Management Regulations for the County. The background is that PMR revisions were initially completed in 2017 but were never approved and reviewed by the Personnel Commission nor presented to the Board of Supervisors for review and approval. Christina Cramer and HR have inherited this project and there are ongoing meet and confers with Unions to review, update and approve the PMR revisions. Some of these PMRs containing government codes will also need aa review by Cal HR.
Commissioner Halyard pointed out that there are issues with approving prior revisions as thoughts, practices and regulations have changed since the prior revisions were completed in 2017.
Commissioner Hochler asked if the review of PMR 4 was easy. Cramer responded that this one was rather straightforward, but that they are reviewing each PMR line by line with the Unions
Commissioner Finkelstein asked how the County defines an emergency. Christina Cramer responded that these PMRs are overarching policy within collective bargaining agreements that allow the county to act without meet and confer to respond to an emergency.
Commissioner Hochler asked about the manager’s rights clause. Christina Cramer responded that it’s in the bargaining agreements.
Commissioner Finkelstein asked about process if a manger wants to meet with you during work hours. Christina Cramer noted that Union(s) will have right to representation. If access to union representation is denied staff can complain to HR or file an unfair labor practice charge.
Christina Cramer noted for additional context, that Sloan Sakai helped draft the PMR updates to ensure they are compliant with governing regulations and that if a union member or members want to meet with their union representative, they are able to do so.
